Just like airbags, each seat belt is equipped with a gas charge that ignites to lock the seat belt. This charge is controlled by a sensor that is connected to the airbag module computer. During an accident, an airbag may or may not deploy depending on the impact. However the seat belt will always deploy once an impact is initiated. This is to protect the passenger, pulling them back to their sear securely. That way, if the airbag does indeed deploy, they will be safely secured against the seat. At this point, the seat belt has carried out its intended purpose and is no longer usable. Once the gas charge is blown, and the seat belt is locked, it will no longer work during another accident. A vehicle with locked seat belts will not pass inspections, and therefore cannot be resold even if everything else is properly restored.
